As the COVID-19 pandemic unfolds, governments scramble to consolidate power over people. In India, the Modi government is using the opportunity created by the lockdown to systematically vilify minorities, especially Muslims, and to target dissidents. In this brief, we look at how the Indian government is using legal instruments to strip citizens of their fundamental rights. People are in jails under fictitious cases and held without trial for long periods of time using the provisions of UAPA. Intellectuals, journalists and whistle-blowers who are leading the defence of pluralism and democracy are being systematically targeted.
